Job Description and Duties

Under the general direction of the Traffic Division Chief (Supervising Transportation Engineer) the incumbent is responsible for District 5 Traffic Operations Program. Serves as the District Traffic Manager (DTM) and Traffic Operations Branch Manager including initiation of projects, analysis and reviewing of the Capital Program as related to Traffic Operations. Work will include data gathering, analysis, alternative evaluation, recommendations, and review of reports compiled by staff engineers. Responsible for preparation of Traffic related studies reports and documents for all phases of the Capital delivery related to Traffic Operations. The position is responsible for decisions related to Traffic Control Devices, Traffic Management, some Traffic Safety Devices and recommendations for changes or improvements to the state highway. In addition, the engineer provides safety and operational advice, and review to Project Development, Construction, and Maintenance as they design, construct, and maintain the projects delivered by the District and Central Region.

For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. Working Conditions

Position located in San Luis Obispo, San Luis Obispo County.

The majority of the work performed will be in a climate-controlled office environment and within a work cubical or work area under artificial lighting. This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s current telework policy. While Caltrans supports telework, in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises. The selected candidate may be required to conduct business travel on behalf of the Department or commute to the headquartered location. Business travel reimbursements considers an employee’s designated Headquarters Location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Outdoor work to conduct field reviews or collect field data may occasionally be required. Fieldwork may expose the incumbent to various field conditions such as loud noise, dirt, uneven surfaces, airborne particles, cold or hot weather, heights, and moving vehicles/equipment.While performing duties and conducting official State business, the State vehicle may be equipped with a Global Positioning

System (GPS).

Travel, including one-day or multiple overnight trips, may be required.

New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Special Requirements

  • Possession of a valid driver’s license is required when operating a state owned or leased vehicle.

  • Statement of Qualifications (SOQ) required.
SOQ must be no longer than two pages in length and failure to include a SOQ will disqualify the applicant from being considered for the position. The SOQ must address the applicant’s qualifications relative to the following:

  1. Demonstrated knowledge and experience in principles of complex roadway engineering projects and construction of roadway projects.
  2. Demonstrated experience in working in a customer service environment which includes working with challenging customers.
  3. When considering the Caltrans 2020-2024 Strategic Plan, how would you achieve the goals of Cultivate Excellence in this position.
