The Work You Will Do:
This is an advanced and highly technical environmental professional position. The incumbent is responsible for the completion of a range of most complex assignments independently under very limited supervision. The work requires applying a scientific understanding within the Air Compliance Assurance program, to include but not limited to regulatory inspections and investigations for the purpose of identifying, abating, or eliminating sources of pollutants or hazards that adversely affect the air quality.

The Northwest District is located along the Gulf Coast. We proudly serve 16 counties in the Florida panhandle including Bay, Calhoun, Escambia, Franklin, Gadsden, Gulf, Holmes, Jackson, Jefferson, Leon, Liberty, Okaloosa, Santa Rosa, Wakulla, Walton and Washington. This district has three offices located in Pensacola, Panama City and Tallahassee. This position is located in the Pensacola office located in downtown Pensacola, Florida.

Your Specific Responsibilities:
External Compliance Assistance, Outreach, Training and Partnership Implementation – Targets specific areas of industry non-compliance within the district and coordinates compliance assistance efforts with that industry. 

  • Conducts compliance/technical assistance site visits of regulated facilities to increase compliance rates.
  • Seeks and cultivates positive partnering relationships with industry and regulated facilities to increase or maintain the highest possible compliance rates.
  • Provides education and guidance to residential, commercial, institutional, and public sectors. When available, arrange for the application of CEUs and the like towards outreach participants’ licensure.
  • Supports, develops, participates, or assists in the execution of compliance assistance workshops for the regulated community.

Internal Training, Consulting, and Organizational Improvement - Assesses and determines training needs of District staff.

  • Serves as a subject matter expert or technical consultant for air regulations including asbestos renovation, or demolition regulations. When directed, reviews staff’s work product for accuracy.
  • Provides technical assistance as needed. Internal assistance includes training and providing technical assistance to the Compliance and Enforcement Program and permitting staff.
  • Evaluates and makes recommendations on training material and methodology. Develops and refines training aids such as SOPs, manuals, and handbooks.
  • Participates, develops, and leads cross-training activities and safety events. Facilitates learning through a variety of delivery methods including classroom instruction, virtual training, on-the-job coaching, job shadowing and team building initiatives.
  • Participates in training and is a self-advocate for training needs. Partners with appropriate district staff to learn about multiple DEP program areas.
  • Participates in Division-related calls and calibration activity. Maintains working contact relationship with multiple Department Division Offices to ensure consistent approach to C&E-related activity.

Facility Compliance - In general, this position will conduct inspections of facilities known to be highly complex and involving multiple program areas.

  • Plans and conducts inspections, site visits or other required field work. Reviews permitting files, reports, and other documents applicable to the inspection. Makes calculations and technical evaluations to determine compliance status of regulated facilities.
  • Produces timely and accurate documentation of inspections, site visits or field work. Reports are to be processed in accordance with established program rules, requirements, and policies. Enters inspection documentation, compliance data and resolution actions into the designated database.
  • Provides compliance assistance to regulated facilities before, during and after inspections. Conducts follow up visits as needed to assist facilities with returning to compliance without enforcement.
  • When necessary, recommends enforcement action. Drafts complex enforcement documents, coordinates and leads enforcement meetings.
  • Responds to, investigates, and takes steps to resolve complaints.

  11. Knowledge of and the ability to apply applicable State and Federal rules, regulations, policies, and procedures relating to the regulation of Air Emissions in Florida. 
  12. Ability to conduct field inspections/investigations that may involve working outdoors for extended periods of time in temperatures and weather conditions typical of Florida and navigating areas with rough terrain.
  13. Knowledge of field sampling techniques for soil, groundwater, surface water, and sediment.
  14. Ability to train, motivate and inspire others to achieve team goals.

Minimum Qualifications

  • Valid Driver's License and ability to travel as needed.
  • A Bachelor's degree in Environmental Science, Engineering or one of the Natural Sciences from an accredited college or university and two years of verifiable related experience; or any combination of post-secondary education or verifiable related experience, as described above, for a total of six years.
  • Pursuant to sections 110.1127 and 435.04, Florida Statutes, and DEP Directive 422, Background Investigation, is required to successfully complete a background and fingerprint check.
  • Requires initial OSHA 24-hour HAZWOPER within one year and OSHA 8-hour HAZWOPER refresher annually thereafter.
