The Work You Will Do:

This Environmental Consultant position performs advanced professional work under the direction of the Environmental Administrator for the Division of Water Resource Management’s Wastewater Management Program located in Tallahassee, Florida. The ideal candidate will possess discipline-specific knowledge, leadership and technical skills to promote the sustainability, implementation and efficiency of state and federal laws rules, and regulations related to reuse of reclaimed water and industrial pretreatment.

The Environmental Consultant participates in meetings with representatives from the regulated community and federal, state, and local governments, and develops reports as required by the Florida Department of Environmental Protection; and assists with other duties as required. The Environmental Consultant also works with managers to plan and prioritize activities and projects in line with DEP’s strategic objectives and find integrated solutions on a variety of organizational challenges.

Your Specific Responsibilities:

The incumbent in this position performs professional work in the Wastewater Management Program under the direction of the Environmental Administrator, assisting with the coordination of the Department’s water reuse program established in response to the State objective of encouraging and promoting water reuse (Section 403.064 and 373.250, Florida Statutes).

The duties of the Environmental Consultant are to:

  • Assists in development and implementation of rules and policies related to general and generic permits and reuse. Evaluates current rules and policies and recommends modifications as needed. Assists in any necessary rulemaking and policy-making activities; Reviews and makes recommendations to draft and existing legislation and conducts bill analyses. Ensures that rules, policies, and legislation are consistent with environmental and economic concerns and with sound management practices. Works with EPA and the Water Management Districts to ensure consistency among each agencies' rules and policies;
  • Assists Department staff and management with interpretations of rules and policies. Assists in training and providing technical guidance to staff and management on reuse projects or issues;
  • With supervision, consults with, coordinates with, and responds to inquiries from state and federal agencies, local governments, regional planning agencies, businesses, professional interests, engineering firms, and the public on reuse of reclaimed water issues as needed. With supervision, provides training and makes technical presentations to inform these interests about the Department's water reuse program;
  • Evaluates the feasibility of reclaimed water technologies for application in the State and provides technical assistance to Department staff and management on the use of those technologies. Provides technical assistance to Department staff on special reuse projects and other wastewater management issues;
  • Assists in reviewing state-issued wastewater facility permits for consistency with the State and NPDES permitting program requirements. Assists with conducting district overviews;
  • Provides assistance with the Water Tracker call center during emergency events; and
  • Performs other related duties as assigned. Travel is required in the performance of assigned duties.

 

Required Knowledge, Skills, and Abilities:

Listed below are the knowledge, skills, and abilities that are essential to be successful in the position:

  • Knowledge of state and federal permitting requirements and procedures;
  • Ability to understand wastewater treatment (domestic and industrial) concepts and principles;
  • Ability to communicate information effectively both verbally and in writing;
  • Ability to plan, organize and coordinate work assignment;
  • Ability to analyze, interpret and apply scientific and/ or engineering data;
  • Ability to establish and maintain effective professional working relations with others;
  • Ability to travel outside Tallahassee, inspect wastewater facilities, conduct district overviews; and
  • Ability to maintain a valid drivers' license.

 

Required or Preferred Qualifications:

  • The incumbent in this position shall have a a 4-year degree from an accredited college or university with a major in engineering, environmental science or one of the natural or public health sciences and 5 years of related professional experience OR 9 years of related professional experience can substitute.
