The Work You Will Do

The Environmental Consultant (position number 37010409) is in the Division of Environmental Assessment and Restoration’s Water Quality Evaluation and TMDL Program in Tallahassee and will be responsible for coordinating the identification of surface waters in need of water quality and bioassessment data collection that are used in support of the department’s watershed management approach for the attainment of applicable water quality standards. This position is responsible for developing annual Strategic Monitoring Plans (SMPs) in coordination with department staff, water management districts, local governments, and other external data providers. SMPs will be designed to identify and fulfill data gaps in routine monitoring programs. These plans shall be generated consistent with the methodology described in Chapter 62-303, Florida Administrative Code (Identification of Impaired Surface Waters). Development of the SMPs includes knowledge and ability to work with large datasets using multiple computer software programs and/or applications. The role of this position is important to the agency’s mission to protect, restore, and maintain the health of Florida’s waters.

Your Specific Responsibilities

This is an advanced professional position in the Watershed Assessment Section that is responsible for coordinating strategic monitoring of surface water quality assessments for the 303(d) impaired waters. Specific tasks to be undertaken by this position include:

Developing annual Strategic Monitoring Plans (SMPs) in coordination with the Watershed Assessment Section and regional division staff. SMPs will be designed to identify and fill in data gaps in routine monitoring. SMPs will contain sufficient detail so as to identify staff, samples required, and timeframe requirements. SMPs will also be coordinated with stakeholders, taking into consideration their ongoing and planned monitoring activities. Development of the SMPs includes some knowledge and ability to work with large datasets using multiple computer software programs and/or applications.

Coordinating the SMP monitoring activities of DEAR Regional Operation Center (ROC) personnel. This includes monitoring the progress of completing the SMPs and providing technical assistance to DEAR ROC personnel implementing the SMPs, providing guidance on the sampling kits and parameters that are scheduled through the Laboratory Information Management System (LIMS); reviewing and evaluating data results in LIMS for quality assurance purpose, providing guidance with respect to how the Identification of Impaired Surface Waters (Chapter 62-303, F.A.C.) and Surface Water Quality Standards (Chapter 62-302, F.A.C.) are implemented in the Water Quality Evaluation & TMDL Program, assisting in public outreach efforts to provide data and other information related to water quality and biological monitoring, as needed; and working with stakeholders and monitoring personnel to convey the division strategic monitoring needs and goals.

Assisting in workgroups and training activities related to strategic monitoring objectives and for DEP field monitoring SOPs and quality assurance requirements (including the collection of biological, water samples, designing and conducting reconnaissance and field surveys), and evaluating collected data.

Assisting in complex assessment determinations, such as where data sufficiency has been met but attainment or non-attainment of water quality standards has not yet been determined (i.e. waters on the Study List). Assisting in producing documentation, reviewing reports or generating reports including trend evaluations, stressor identification evaluations, 4C (natural condition determinations) reports.

Assists in cross-program coordinated projects requiring section expertise, and performs other related duties as required, keeping the Section Administrator and Program Administrator updated with decisions.

Travel required as needed.

Performs other duties as assigned.

Required Knowledge, Skills, And Abilities

Minimum Qualifications

  • Bachelors degree in engineering, engineering sciences, environmental science, natural sciences, biological sciences, physical sciences, environmental policy, public health, or computer science from an accredited university or college and 3 years of relevant experience; OR Masters in listed areas and 1 year of relevant experience; OR PhD in listed areas; OR 7 years of relevant experience.
  • Valid Driver’s License.
  • Travel.
  • Preferred Qualifications:
  • Experience with, and/or knowledge of the challenges unique to working with large datasets.
  • Knowledge of advanced data handling techniques and database management software tools.
  • Familiarity with ArcGIS Pro and Survey123, R Studio, SQL, and Power BI.
  • Skilled in the collection of bioassessment data.
