### Job Title: Technical Project Manager/Scrum Master
Location: DMV (Remote)
Visa Status: GC & above
We are seeking an experienced Technical Project Manager with a strong background in .NET development, software development lifecycle (SDLC) processes, Scrum methodologies, SharePoint management, and website maintenance. In this role, you will lead a small team and oversee the planning, execution, and delivery of technical projects, ensuring they align with business objectives. Collaboration with cross-functional teams to manage and maintain intranet, internet, applications, and website platforms will be key.
### Responsibilities:
- Serve as Scrum Master for technical teams, facilitating Agile ceremonies such as sprint planning, daily stand-ups, sprint reviews, and retrospectives.
- Manage assigned IT projects, ensuring adherence to budget, schedule, and scope.
- Develop, maintain, and revise project documentation, including objectives, technologies, systems, specifications, timelines, funding, and staffing.
- Implement IT strategies that support the agency's goals and objectives.
- Establish and implement project communication plans, providing status updates during all project phases.
- Collect, analyze, and summarize information and trends to prepare project status reports.
- Facilitate requirements gathering sessions to ensure technical and functional requirements are clearly defined and understood.
- Analyze emerging application enhancements that benefit business models.
- Provide input and recommendations on best practices for current and future policies and procedures.
- Conduct internal technical reviews to enhance performance, support, and technical improvements.
- Assist with the management and oversight of assigned IT programs.
- Research and evaluate new and emerging IT technologies, presenting strengths, opportunities, weaknesses, and threats to senior leaders.
- Recommend adjustments to current and future IT project priorities to meet evolving business needs and program goals.
- Develop project plans that identify core problem areas and propose solutions and alternatives.
- Facilitate and attend project meetings as required.
- Communicate with customers, project team members, and cross-functional groups to support project objectives and priorities.
- Possess an in-depth understanding of the Software Development Lifecycle and best practices for delivering high-quality software solutions.
- Lead SharePoint-related projects, including development, customization, and ongoing management of SharePoint environments to support collaboration and content management needs.
- Maintain familiarity with web technologies (HTML, CSS, JavaScript) for website maintenance.
- Manage and maintain internet and intranet systems, ensuring uptime, security, and a positive user experience.
- Keep detailed project documentation, including timelines, status reports, budgets, and project plans, ensuring deliverables meet agreed-upon requirements.
- Ensure that websites and applications are functional, secure, and optimized.
### Qualifications:
Required:
- Bachelor's degree or 8+ years of equivalent experience.
- 6+ years of experience in IT or software development environments.
- 4+ years of project management/Scrum Master experience.
- Strong knowledge and experience with .NET frameworks and development.
- Certified Scrum Master or PMP Certified.
Preferred:
- Microsoft Certified (MCSA, MCSD).
- Java/Full Stack Development Experience.
- Experience in leading Scrum teams.
